Rising Terrorism Spurs Calls for Military Modernization and National Security Summit

Retired Nigerian military officers have urged the Federal Government to urgently re-arm the Armed Forces amid escalating terrorist attacks in the North-East.

The House of Representatives on Tuesday expressed grave concern over a deadly attack on Giwa Barracks, Borno State, noting Boko Haram insurgents appear to possess superior weaponry.

Lawmakers lamented the resurgence of Boko Haram and recent fatalities in Borno and Yobe States, despite increased defense budgets-from N2.98 trillion in 2023 to a proposed N4.91 trillion in 2025.

Brigadier General Peter Aro (retd.) warned, “The question of whether terrorists are better armed than the Nigerian military is no longer rhetorical,” describing insurgents’ use of encrypted communications, drones, night-vision devices, and GPS-guided explosives. He urged a strategic shift to fund intelligence and equip troops with advanced technology.

Brigadier General Bashir Adewinbi called for improved intelligence-gathering tools and criticized Nigeria’s porous borders as facilitating insurgent movements. Former Air Force spokesman Group Captain Sadique Shehu stressed the importance of accountability in defense spending.

The House adopted a motion to investigate a May 1 fire at Giwa Barracks’ ammunition facility, which caused explosions and was attributed to “friendly fire” and heat. Members also raised alarm over insecurity in Otukpo, Benue State, demanding deployment of security personnel and relief for victims.

The Senate resolved to hold a two-day national security summit to address the rising wave of violence. Senator Jimoh Ibrahim cited global conflicts and economic tensions as factors worsening Nigeria’s security challenges, calling for enhanced military funding and strategic engagement.

The government’s proposed N4.91 trillion defense budget focuses on reclaiming ungoverned spaces, securing borders, and modernizing security forces to restore peace and stability.
